Currently, the Novadine menu admin is set up so that, if a menu modifier category is required, it is automatically listed above modifier categories that are optional.

Requesting the ability to override this default behavior, and to allow customers to organize their menu in the Novadine admin using the drag and drop feature regardless of whether or not they're required or optional.
